Can computer and information technology (IT), widely used in the development of livestock health and production, be of any benefit for Third World farmers and institutions? And if so, how can they be implemented on a large scale? The authors try to answer these and related questions based on experiences with computerized dairy herd health and production programs in Costa Rica. They conclude that IT is becoming a key instrument in the planning and operation of modern extension services and (...) on-farm research for meeting the farmers' increasing needs for information and for enhancing their ability to manage the available resources efficiently. IT enables private sector extension services provided by farmer groups and advisors to give farmers access to information that they previously lacked. These services facilitate bottom-up planning. Where IT does not allow the farmer or extension agent to solve the problem, IT can be used to articulate the problem for researchers or policy makers to address. For low-resource smallholders, access to IT can be provided through local farmer organizations. At the institutional level, IT is giving a strong impulse to the improvement of on-farm research, teaching programs, institutional and disciplinary cooperation, regional networking, and to a better linkage with the productive sector. The main aim of this paper is to articulate Politics of Development, constituted from the work of the Brazilian philosophers Álvaro Vieira Pinto and Roland Corbisier, with Politics of Liberation, as proposed by the Argentinean philosopher Enrique Dussel. The first step is the recompilation of the political theory related to Politics of Development, present in the work of the Brazilians, arguing favourably on the possibility of the conception of a Politics of Development as a branch of Philosophy of Development (...) as an autonomous philosophical discipline. Our main thesis is that Politics of Development has as one of its essential notes the nationalism with a liberating nature. Lastly, this subdiscipline is historically and geoepistemically situated in light of Politics of Liberation. As the concluding remarks of the paper, we highlight the new lines of research open by this investigation and the implications of the conception of this philosophical discipline as autonomous to the isebian studies. First published in Spanish in 2006, _Twenty Theses on Politics_ is a major statement on political philosophy from Enrique Dussel, one of Latin America’s—and the world’s—most important philosophers, and a founder of the philosophy of liberation. Synthesizing a half-century of his pioneering work in moral and political philosophy, Dussel presents a succinct rationale for the development of political alternatives to the exclusionary, exploitative institutions of neoliberal globalization. In twenty short, provocative theses he lays out the foundational elements for a (...) politics of just and sustainable coexistence. Dussel first constructs a theory of political power and its institutionalization, taking on topics such as the purpose of politics and the fetishization of power. He insists that political projects must criticize or reject as unsustainable all political systems, actions, and institutions whose negative effects are suffered by oppressed or excluded victims. Turning to the deconstruction or transformation of political power, he explains the political principles of liberation and addresses matters such as reform and revolution. _Twenty Theses on Politics_ is inspired by recent political transformations in Latin America. As Dussel writes in Thesis 15, regarding the liberation praxis of social and political movements, “The winds that arrive from the South—from Nestor Kirchner, Tabaré Vásquez, Luiz Inácio Lula da Silva, Evo Morales, Hugo Chávez, Fidel Castro, and so many others—show us that things can be changed. The _people _must reclaim sovereignty!” Throughout the twenty theses Dussel engages with Latin American thinkers and activists and with radical political projects such as the World Social Forum. He is also in dialogue with the ideas of Marx, Hegel, Habermas, Rawls, and Negri, offering insights into the applications and limits of their thinking in light of recent Latin American political thought and practice. One of the most peculiar features of Spinoza’s philosophy is his radical interpretation of the notion of freedom. Even though it plays a significant role in his metaethics and political philosophy, freedom is, for Spinoza, a deeply metaphysical notion, rooted in the most fundamental features of his ontology. In this paper, I analyze the internal structure that identifies a being as “free” within Spinoza’s metaphysics. I argue that this structure leads to an internal paradox, entailing that the very component that (...) allows a being its freedom – its essence or nature – is itself externally determined. I further proceed to resolve this issue indicating how Spinoza’s metaphysics of freedom can accommodate this paradox. I conclude by presenting possible solutions for both Natura naturans and Natura naturata, attempting to integrate the notion of metaphysical freedom with more familiar images of ethical and epistemological freedom. Origen del tiempo no equivale a origen del ser ni a origen de la materia. Sólo desde una perspectiva gnoseológica discutible puede señalarse un "cuando" de la Creación. La idea de un universo en expansión no determina límite alguno sobre cuándo fue creado el universo, sino que sólo señala "el estado" inicial a partir del cual comienza a tener sentido para la inteligencia humana. Desde esta perspectiva criticamos las confusiones y ambigüedades de la Historia del tiempo de Stephen W. Hawking.

Este estudio examina la relación entre características sociodemográficas de las personas y su uso de Tecnologías de Información (TI) en Chile, empleando una versión abreviada del Modelo de Aceptación de Tecnología, TAM (Technology Acceptance Model, por su sigla en inglés). Los datos recolectados apoyan al TAM, mostrando que tanto la facilidad de uso percibida (FUP) como la utilidad percibida (UP) impactan positivamente en el uso de computadores (U). A su vez, la facilidad de uso favorece la utilidad percibida. Dentro de (...) las variables sociodemográficas, el ingreso familiar (IF) y nivel educacional (NE) influyen favorablemente en FUP, UP y el uso (U) de computadores, al contario de la edad (E), la cual impacta negativamente en dichas variables. Asimismo, se advirtió que existe una correlación positiva entre ingreso familiar y nivel educacional, y una correlación negativa entre edad y NE. A diferencia de otros estudios, esta investigación recolectó datos de una muestra heterogénea con sujetos de diferentes ingresos familiares, edades y niveles educacionales, aproximándose a la población urbana chilena. Por ello, este estudio presenta una panorámica del uso de TI, de utilidad para guiar políticas gubernamentales enfocadas en la promoción del uso colectivo de TI en un país en desarrollo. (shrink)

In this paper, we provide a new formulation of a coherence theory of truth using the resources of the partial structures approach − in particular the notions of partial structure and quasi-truth. After developing this new formulation, we apply the resulting theory to the philosophy of mathematics, and argue that it can be used to develop a new account of nominalism in mathematics. This application illustrates the strength and usefulness of the proposed formulation of a coherence theory of truth.Neste artigo, (...) propomos uma nova formulação de uma teoria coerentista da verdade utilizando os recursos da abordagem de estruturas parciais - em particular as noções de estrutura parcial e quase-verdade. Após desenvolver esta formulação, aplicamos a teoria resultante à filosofia da matemática, e argumentamos que aquela pode ser usada para desenvolver um novo tratamento do nominalismo na matemática. In this first paper of a series of works on the foundations of science, we examine the significance of logical and mathematical frameworks used in foundational studies. In particular, we emphasize the distinction between the order of a language and the order of a structure to prevent confusing models of scientific theories with first-order structures, and which are studied in standard model theory. All of us are, of course, bound to make abuses of language even in putatively precise contexts. This (...) is not a problem—in fact, it is part of scientific and philosophical practice. But it is important to be sensitive to the dierent uses that structure, model, and language have. In this paper, we examine these topics in the context of classical logic; only in the last section we touch upon briefly on non-classical ones. (shrink)
